The Ohio State Board of Pharmacy shall act efficiently, consistently, and impartially in the public interest to pursue optimal standards of practice through communication, education, legislation, licensing, and enforcement.
The Ohio State Board of Pharmacy is the single State agency in Ohio responsible for administering and enforcing laws governing the legal distribution of drugs. The Board consists of nine members who are appointed by the Governor for terms of four years. Eight of the members are licensed pharmacists who represent to the extent practicable each phase of pharmacy practice. One member represents the public. The Board has a staff of fifty-seven employees that is responsible for carrying out the day-to-day operations and responsibilities of the Board.
Since the State Board of Pharmacy is responsible for administering and enforcing the drug laws of Ohio, the Board licenses:
- Pharmacists, (O.R.C. Chapter 4729.)
- Pharmacy Interns, (O.R.C. Chapter 4729.)
- Terminal and Wholesale Distributors of Dangerous Drugs (both in-state and out-of-state), (O.R.C. Chapter 4729.) and
- Manufacturers and Wholesalers of Controlled Substances (O.R.C. Chapter 3719.).
The Board is also responsible for regulating the legal distribution of dangerous drugs in Ohio and ensuring the quality of all drugs administered, prescribed, dispensed by prescription, or sold over-the-counter (O.R.C. Chapter 3715.). The State Board of Pharmacy can discipline its licensees and registrants for violations of both federal and state laws governing the legal distribution of drugs. The Board has the responsibility of investigating and presenting evidence of violations of any of the federal or state drug laws by any person to the appropriate court (federal, state, or municipal) for prosecution of the offender (O.R.C. Chapter 2925.).

Kilee S. Yarosh, B.S., R.Ph., of Jefferson, Ohio, is the Board President for FY 2016. She is a
Professional Pharmacist member of the board and was appointed by Governor John R. Kasich with her first term
ending June 29, 2016. Ms. Yarosh’s FY 2015 board responsibilities are Continuing Education and Legislation/Rules
(Ad Hoc Advisory Committee on Rule Review). She graduated from Duquesne University in 1997 with a B.S. in Pharmacy
and from Lake Erie College in 2014 with a Master of Business Administration. Ms. Yarosh has had 2 years of
professional practice in Retail Pharmacy, 2 years in Nuclear and 11 years in Hospital Pharmacy, currently employed
at Trumbull Memorial Hospital as the Director of Pharmacy. Her professional association memberships include: the Ohio
Pharmacists Association, Ohio Society of Health-System Pharmacists and American Society of Health- System Pharmacists.
Mindy J. Ferris, R.Ph., of Upper Arlington, Ohio, is the Board Vice-President for FY 2016, is a Professional Pharmacist member of the board and was
appointed by Governor John R. Kasich with her first term ending June 30, 2017. Ms. Ferris received her pharmacy
degree from Ohio Northern University. She is currently Vice President of Operations with Partners Pharmacy.
Previously she was Regional Vice President and Principal with Pharmacy Systems, Inc. Additionally, Ms. Ferris
held positions of increasing responsibility with Omnicare, Inc., a long term care pharmacy provider, including
Senior Vice President – Pharmacy Operations. Her professional association memberships include: Ohio Society of
Health-System Pharmacists, American Society of Health- System Pharmacists, American Society of Consultant Pharmacists,
and the Healthcare Businesswomen’s Association (HBA).
Michael A. Moné, B.S., R.Ph., J.D., of Powell, Ohio. He is a
Professional Pharmacist member of the board and was re-appointed by Governor Kasich in 2014, with his second
term ending on June 30, 2019. Mr. Moné’s FY 2015 board responsibility is National Association of Boards of
Pharmacy. He is a graduate of the University of Florida College of Pharmacy – 1981, with a B.S. in Pharmacy -
and a graduate of the University of Florida College of Law – 1985. His professional practice of pharmacy has
included 30 years in Community, 6 years in Chain and 4 years in Veteran's Administration. He is currently employed
as the Assistant General Counsel Regulatory for Cardinal Health. Mr. Moné is a member of the following professional
associations: American Pharmacists Association; Ohio Pharmacists Association; National Association of Boards of
Pharmacy; and Florida Pharmacy Association. He is also the recipient of the following awards: American Pharmacists
Association Fellow, Sidney Simkowitz Pharmacy Involvement Award and Linwood Tice Friend of APhA- ASP Award.
Edward T. Cain, of Columbus, Ohio, is the Public Member of the Board for FY 2015. Mr. Cain was
originally appointed to the Board in 2010 to complete a Public Member seat and re-appointed by
Governor Kasich in 2012 with bi second term ending June 29, 2016. He serves as the Director of
Operations for the Ohio Council of Retail Merchants.
Margaret A. Huwer, Pharm.D., of Columbus, Ohio, is a Professional Pharmacist member of the
board and was appointed by Governor John R. Kasich for her first term ending June 30, 2015. Her FY
2015 board responsibilities are Legislation/Rules (Ad Hoc Advisory Committee on Rule Review) and
Medical Board P.A. Prescribing Committee. She is a graduate of Ohio Northern University – 1990 with a
B.S. in Pharmacy. She is also a Pharm.D. graduate of The Ohio State University – 1993. Ms. Huwer has
been in the professional practice of Hospital Pharmacy for 22 years and is currently employed by
OhioHealth as Director of Pharmacy Services for Riverside Methodist, Dublin Methodist and Grady
Memorial Hospital campuses. Her Professional Association Memberships include: American Society of
Health-System Pharmacists; Ohio Society of Health-System Pharmacists (OSHP); Central Ohio Society of
Health-System Pharmacists (COSHP); and Ohio Pharmacists Association. She is a Past President of OSHP
and COSHP. She has received the following awards and recognition: OhioHealth Prism Awards for
Community Service and Stewardship ; OSHP Timothy D. Moore Pharmacy Management and Pfizer Labs-
Roerig Health-System Pharmacist of the Year Awards; and COSHP Manager of the Year and Health-
System Pharmacist of the Year Awards.
Megan E. Marchal, Pharm.D., R.Ph., of Dublin, Ohio, is a Professional Pharmacist member of the board and was
appointed by Governor John R. Kasich in 2013 for her first term ending on June 30, 2017. Ms. Marchal’s FY 2015
board responsibilities include alternate representative to both the Medical Board’s P.A. Prescribing Committee,
and the Nursing Board’s Committee for Prescriptive Governance. She is a graduate of the University of Toledo -
2008, with a Doctor of Pharmacy. She has had 12 years in the professional practice of Chain Pharmacy and is
currently the On-Site Pharmacy Manager with Walgreens at the Wexner Medical Center at The Ohio State University.
Her professional association memberships include: Academy of Pharmacy of Central Ohio (APCO), Ohio Pharmacists
Association (OPA), American Pharmacists Association (APhA) and National Association of Boards of Pharmacy. She
is a Past President of the Academy of Pharmacy of Central Ohio and was a District 9 Trustee for the Ohio Pharmacists Association.
Fred M. Weaver, B.S., R.Ph., of Elyria, Ohio is a Professional Pharmacist member of the board and was
appointed by Governor John R. Kasich with his first term ending June 30, 2016. He graduated from the University
of Toledo in 1989 with a Bachelor of Science in Pharmacy. His professional practice of pharmacy has included a
variety of practice settings including health system outpatient pharmacy, hospital pharmacy, mail order, and a
correctional institution. He currently is a Pharmacy Manager for Giant Eagle Pharmacy where he has practiced for
14 years. Mr. Weaver is a member of the following professional associations: Ohio Pharmacists Association,
American Pharmacists Association, and the Northern Ohio Academy of Pharmacy.
