The Ohio State Board of Pharmacy shall act efficiently, consistently, and impartially in the public interest to pursue optimal standards of practice through communication, education, legislation, licensing, and enforcement.
The Ohio State Board of Pharmacy is the single State agency in Ohio responsible for administering and enforcing laws governing the legal distribution of drugs. The Board consists of nine members who are appointed by the Governor for terms of four years. Eight of the members are licensed pharmacists who represent to the extent practicable each phase of pharmacy practice. One member represents the public. The Board has a staff of forty-six employees that is responsible for carrying out the day-to-day operations and responsibilities of the Board.
Since the State Board of Pharmacy is responsible for administering and enforcing the drug laws of Ohio, the Board licenses:
- Pharmacists, (O.R.C. Chapter 4729.)
- Pharmacy Interns, (O.R.C. Chapter 4729.)
- Terminal and Wholesale Distributors of Dangerous Drugs (both in-state and out-of-state), (O.R.C. Chapter 4729.) and
- Manufacturers and Wholesalers of Controlled Substances (O.R.C. Chapter 3719.).
The Board is also responsible for regulating the legal distribution of dangerous drugs in Ohio and ensuring the quality of all drugs administered, prescribed, dispensed by prescription, or sold over-the-counter (O.R.C. Chapter 3715.). The State Board of Pharmacy can discipline its licensees and registrants for violations of both federal and state laws governing the legal distribution of drugs. The Board has the responsibility of investigating and presenting evidence of violations of any of the federal or state drug laws by any person to the appropriate court (federal, state, or municipal) for prosecution of the offender (O.R.C. Chapter 2925.).

Kevin J. Mitchell, B.S., R.Ph., of Marion, Ohio, is the Board President for FY 2014. He was
originally appointed by Governor Taft, re-appointed by Governor John R. Kasich, with his second term
ending on June 30, 2014. His official board responsibilities for FY 2014 are Public & Staff Relations and
Licensure Ceremony. Mr. Mitchell is a graduate of Ohio Northern University – 1989, with a B.S. in
Pharmacy. He has been in the professional practice of chain pharmacy for 22 years and is currently
employed with Rite Aid Pharmacy. He is a member of the professional associations Ohio Pharmacists
Association and National Association of Boards of Pharmacy. Mr. Mitchell’s military career has included
4 years of Active Air Force service and 5 years of Reserve. He currently serves on the Pharmacy
Technician Certification Board's Certification Council, the Ohio Medicaid Drug Utilization Review Board,
and is chairman of the Ohio Pharmacists Association Preparedness Task Force. He has also served on
the Republican Precinct Committee for Marion County.
Michael A. Moné, B.S., R.Ph., J.D., of Powell, Ohio, is the Board Vice-President for FY 2014. He is
a Professional Pharmacist member of the board and was appointed by Governor John R. Kasich, with his
first term ending on June 30, 2014. Mr. Moné’s FY 2014 board responsibility is National Association of
Boards of Pharmacy. He is a graduate of the University of Florida College of Pharmacy – 1981, with a B.S.
in Pharmacy - and a graduate of the University of Florida College of Law – 1985. His professional
practice of pharmacy has included 30 years in Community, 6 years in Chain and 4 years in Veteran's
Administration. He is currently employed as the Assistant General Counsel Regulatory for Cardinal
Health. Mr. Moné is a member of the following professional associations: American Pharmacists
Association; Ohio Pharmacists Association; National Association of Boards of Pharmacy; and Florida
Pharmacy Association. He is also the recipient of the following awards: American Pharmacists
Association Fellow, Sidney Simkowitz Pharmacy Involvement Award and Linwood Tice Friend of APhA-
Edward T. Cain, of Columbus, Ohio, is the Public Member of the Board for FY 2014. Mr. Cain was
originally appointed to the Board in 2010 to complete a Public Member seat and re-appointed by
Governor Kasich in 2012 with bi second term ending June 29, 2016. He serves as the Director of
Operations for the Ohio Council of Retail Merchants.
Margaret A. Huwer, Pharm.D., of Columbus, Ohio, is a Professional Pharmacist member of the
board and was appointed by Governor John R. Kasich for her first term ending June 30, 2015. Her FY
2014 board responsibilities are Legislation/Rules (Ad Hoc Advisory Committee on Rule Review) and
Medical Board P.A. Prescribing Committee. She is a graduate of Ohio Northern University – 1990 with a
B.S. in Pharmacy. She is also a Pharm.D. graduate of The Ohio State University – 1993. Ms. Huwer has
been in the professional practice of Hospital Pharmacy for 22 years and is currently employed by
OhioHealth as Director of Pharmacy Services for Riverside Methodist, Dublin Methodist and Grady
Memorial Hospital campuses. Her Professional Association Memberships include: American Society of
Health-System Pharmacists; Ohio Society of Health-System Pharmacists (OSHP); Central Ohio Society of
Health-System Pharmacists (COSHP); and Ohio Pharmacists Association. She is a Past President of OSHP
and COSHP. She has received the following awards and recognition: OhioHealth Prism Awards for
Community Service and Stewardship ; OSHP Timothy D. Moore Pharmacy Management and Pfizer Labs-
Roerig Health-System Pharmacist of the Year Awards; and COSHP Manager of the Year and Health-
System Pharmacist of the Year Awards.
Richard F. Kolezynski, B.S., R.Ph., of Strongsville, Ohio, is a Professional Pharmacist member of
the board and was appointed by Governor Ted Strickland in 2007 and re-appointed by Governor Kasich in 2011,
with his second term ending on June 30, 2015. Mr. Kolezynski’s FY 2014 board responsibilities
are Continuing Education and Public Relations. He is a graduate of the University of Cincinnati – 1970,
with a B.S. in Pharmacy. He has had 41 years in the professional practice of Chain Pharmacy, currently
as a retired Pharmacy Supervisor with CVS. His professional association memberships include the Ohio
Pharmacist Association and National Association of Boards of Pharmacy.
Kilee S. Yarosh, B.S., R.Ph., of Jefferson, Ohio, is a Professional Pharmacist member of the board
and was appointed by Governor John R. Kasich with her first term ending June 29, 2016. Ms. Yarosh’s FY
2014 board responsibilities are Continuing Education and Legislation/Rules (Ad Hoc Advisory Committee
on Rule Review). She graduated from Duquesne University in 1997 with a B.S. in Pharmacy. Ms. Yarosh
has had 2 years of professional practice in Retail Pharmacy, 2 years in Nuclear and 11 years in Hospital
Pharmacy, currently employed at University Hospitals as the Director of Pharmacy for Ahuja Medical
Center with Pharmacy Systems Inc. Her professional association memberships include: the Ohio
